To Have a Bright Future, Texas Must Invest in Its People.
Texans should re-examine their expectations for the future because our state is transforming demographically. We face surging population growth, mostly from historical minorities who have had limited educational attainment and little access to health care. If these trends continue unabated, demographers tell us that Texas soon will suffer a declining standard of living, social polarization and a ballooning underclass. We can avoid this fate - and provide a bright future for all our children - by investing in quality all-day early education, first-class public schools with excellent teachers, affordable college and vocational schools and accessible health care.

The Key to Change Is Vigorous Civic Participation by Average Texans.
Too many Texans are disengaged today because they lack the skills and support to influence effectively our democratic process. Their participation, however, is essential to counteract our state's current leadership's opposition to making needed public investments to improve the economic future of modest and low income Texans. Essential change will not occur until more Texans become engaged citizens and demand major improvements in their families' education and health care.
